You need a product call eyebrow cover. It is a soft wax cover that will allow you to entirely cover your eyebrows, then paint on the shape you want.

UPDATE: (July 02 2006) The article about the story seems to have been pulled from the SBS Dateline web-page as of Sun July 02 2006
UPDATE: (July 04 2006) I called SBS – and they advise that the story has in fact been pulled, and it will now appear on a later ediition (not July 05 2006) of Dateline. I will post when the new broadcast details are available.
